REVIEW : Government deemed higher infrastructure investment essential for growth and employment

Currently, public and private fixed investment levels are roughly half of the 30% of gross domestic product (GDP) target set in the National Development Plan. The Medium-Term Budget Policy Statement (MTBPS) describes the quality of public-sector infrastructure spending as suboptimal and the quantity as inadequate.

Finance Minister Enoch Godongwana's first MTBPS since the formation of the Government of National Unity identified scaling up private-sector participation (PSP) in infrastructure delivery as a crucial component of the "pro-growth agenda." As a result, the MTBPS outlines a series of reforms aimed at catalyzing greater PSP in infrastructure.
