REVIEW : South African municipalities neglect essential services

Over the past 14 years, the national government has significantly increased its financial transfers to municipalities for infrastructure investment, with an increase of more than 3.5 times in local currency. Despite receiving almost R600 billion (US$45.5 billion) from the national government during that period, municipalities have limited tangible results to show for it.

Municipalities face challenges in keeping up with population growth, rising input costs, and the unfortunate vandalisation of infrastructure. The low spending on maintenance amplifies the risk of infrastructure breakdown and compromises service level standards.
